Scope and Contents
Three original reports, dated January 30, March 12 and April 9, 1946, on pilfering from the Port of Manila shipping facilities. The January 30th report covers the theft of clothing by civilian Filipino checkers; the other two detail two separate incidents of African-American soldiers stealing sugar to sell on the black market. Personal statements and punishment summaries are included.
