Intelligence Community
Scope and Contents
During his time in the House of Representatives, Representative Holt held a spot on the House Permanent Select Committee on Intelligence during the 108th, 109th, 110th, and 111th Congresses, and was the Vice Chair of the Intelligence Community Management subcommittee for the 110th and 111th Congress and the Vice Chair in the Technical and Tactical Intelligence subcommittee for the 111th Congress.
Much of the material in this series reflect the post-9/11 intelligence world and culture, particularly the US intelligence community's relationship with Congress. This covers a wide variety of intelligence subjects, including terrorism, the Patriot Act, surveillance, the torture and detention of prisoners, the 9/11 Commission, and CIA leaks.
This series includes material that provide a general background and history of intelligence laws and of the relevant topics, as well as legislation and bills that were worked on during Holt's time in the committee. Types of documents that will be found in this series include meeting notes, reports, government publications, articles, correspondence, and other collected information.
Additionally, there is material on global relations with the international community and global intelligence concerns and how that affects or could affect the US. Much of the material relates to the Middle East, as this was an area of high concern in the intelligence community in the years following 9/11, but also of note is the information on North Korea, China, and Russia. This includes emerging threats to national security, as well as the state of the contemporaneous world and the future of relations with these entities in terms of terrorism, organized crime, anti-democracy, and growing authoritarianism.
Also of note are the files on topics of surveillance by the US government. This includes material on the Patriot Act, its subsequent extentions, the Foreign Intelligence Surveillance Act (FISA) amendments, and the NSA. Much of the information in these files deal with the ethics of protecting civil liberties versus the push for surveillance as well as collecting intelligence under the stated laws.
Furthermore, this series includes material on oversight of the US intelligence community in the post-9/11 environment as well as information on intelligence scandals of the time and the need for oversight and calls for intelligence reform. This series contains information on the torture and treatment of detainees, including, but not limited to the treatment of prisoners at the Guantanamo Bay detention camp. There is also information on the CIA leak scandal, when Valerie Plame was outed as a CIA agent, and the subsequent investigation.
