Scope and Contents

Base Realignment and Closure (BRAC) is a process for the Department of Defence to reorganize, including decommissioning, base structure for efficiency after the end of the Cold War. Fort Monmouth was chosen for closure through this process.

The material in this series includes reports, powerpoint presentations, articles, correspondence, and meeting information, as well as other resources collected about the potential impact of closing the base on the local community as well as the state in general. This series includes information about the Save Our Fort Committee as well as efforts to revitalize the fort, including housing a proposed National Laboratory at Fort Monmouth. Much of the material focuses on Fort Monmouth's importance in the local communities and economies, in support of Holt's work on making a case that Central Jersey is an attractive location for military families.

The majority of the material dates from 2003 to 2005.

Biographical / Historical

Base Realignment and Closure (BRAC) is a process created in 1988 for the Department of Defence to reorganize, including decommissioning, base structure for efficiency after the end of the Cold War. There were five rounds of BRAC closures (1988, 1991, 1993, 1995, and 2005), which resulted in the closure of over 350 bases and installations. Fort Monmouth, in New Jersey, was selected for closure through this process during the 2005 BRAC round. Representative Holt, along with US Representative Frank Pallone, led appeal efforts in the attempt to remove Fort Monmouth from the list of BRAC closures. Holt defended the fort's continued use, advocating it as a space for government science research in New Jersey. Ultimately, this appeal was unsuccessful. In the Autumn of 2005, the US Congress debated on a resolution to reject the proposal by the BRAC Commission, which included listing Fort Monmouth as one of the installations to be closed. This resolution to reject the proposal failed by a vote in the House. Fort Monmouth officially closed with a ceremony on September 15, 2011.
