Scope and Contents

This series includes material on several voting subjects including the modernization of voting through e-voting or e-machines, opposition to voter ID laws, and gerrymandering and election fraud through votes not being counted. This includes material on election security, paper trail and verifiable records of voting electronically, election security, and voting rights, including absentee, overseas, and military voters. There is also information on the attempt to pass emergency funding for assuring voting security for the 2008 presidential election with the Emergency Assistance for Secure Elections Act of 2008 (HR 5036). Of interest is information on Mitch McConnell's voter ID bill and Diane Feinstein's voter security bill. Also of note is material regarding contested elections. This includes material on Charlie Matulka's 2002 Nebraska Senate race where there was alleged voting machine fraud, and Christine Jenning's 2006 Florida 13th District House race where there was suspected voting machine irregularity. Furthermore, there is information from the Carter Baker Commision, which was a bipartisan commission founded by Jimmy Carter and James A Baker III in 2004 to examine the electoral process with an eye on ballot access and integrity.

Much of the material relates to the Help America Vote Act (HAVA) of 2002 and the various ammendments to that law, including the Voter Confidence and Increased Accessibility Acts, Vote Tabulation Audit Acts, Protection Against Wrongful Voter Purges Acts, and Military and Overseas Voting Enhancement Acts, among others.

Types of documents in this series include correspondence, collected files on the issues, proposed bills, committee meetings, hearings, testimonies, lawsuits, and studies, among others.

Biographical / Historical

Throughout Holt's time in the House of Representatives, he sponsored and co-sponsored legislation regarding voting integrity and election reform. Holt was a cosponsor for the Help America Vote Act (HAVA) of 2002, which was passed to reform the voting process and voting systems in the United States following the 2000 election. In the years and terms following this, Holt introduced legislation to further ammend HAVA. This includes the Voter Confidence and Incresed Accessibliity Acts in 2003 (HR 2230), 2005 (HR 550), 2007 (HR 811), 2009 (HR 2894), 2011 (HR 5816), and 2014 (HR 5741).
