Scope and Contents

Returned this morning from Connecticut. The House of Assembly passed the bill with only eleven noes, on presenting a memorial to the Senate requesting to have a hearing they denied it. Steamboats will be excluded from Connecticut. This arises from the holders of the grant not seizing the United States. Fear route to Albany will be yet opened by reason of this indecisive conduct. Such a host of opponents will now be brought together. Discussion of proposed change in boat schedule with Lynch and myself disapproving. Report on Richmond and needed caulking.
