Scope and Contents: History of EOF at Rutgers: In 1963 Rutgers Educational Action Program was inaugurated to aid recruitment of minority students. In 1966 the Upward Bound Program was initiated to support minority students at Rutgers. The Urban University was instituted in 1969 at Newark, New Brunswick, Piscataway and Camden.
