Scope and Contents

Summary: In conjunction with his role in the American Arbitration Association, Chernick studied organizations such as teacher and police unions to examine how they bargained with their constituents and to report whether or not these practices were fair as dictated by the New Jersey Employer-Employee Relations Act of 1968. Much of this series contains correspondence and legislation regarding how collective bargaining was dealt with in New Jersey as well as how Rutgers, specifically IMLR, dealt with it.

In order to better understand their own role in collective bargaining in New Jersey, IMLR kept very detailed training assessment reports for the courses that their instructors taught to organizations outside of Rutgers. Furthermore, they were determined to gather information on collective bargaining in the public sector at the same time. These reports have been kept in this series as they relate more to collective bargaining in New Jersey as opposed to teaching in an IMLR classroom. Many of the proposals contained in this series detail how Rutgers kept the aforementioned information to improve their own courses and teachers; analyze and improve collective bargaining skills of important organizations in the public sector; and pass this information on to legislators in the state and nation to ensure that fair collective bargaining practices were occurring.

The Fact Finding Study subseries contains 158 files from various state, county, municipal and labor organizations including unions and school boards which detail disputes between the various groups. Contained in many of the files are questionnaires for the parties involved, questionnaires for the fact finders, a general information sheet about the parties concerned, and in some cases the fact finders report and recommendations. In many instances the disputes were resolved before a thorough study was conducted and such information is thus noted in the files.
