Administrative History

Following the Soviet invasion of Finland on November 30, 1939, former U.S. President Herbert Hoover established the Finnish Relief Fund to provide financial support to the Finnish people. Fundraising continued even after peace was negotiated in March of 1940, ultimately raising more than $2.5 million.

Arrangement

Original order was maintained. The division of the last two folders was determined by a separation between correspondences that were right-side up and those that were upside down.
