Scope and Contents
Basically, Ferarra mistakenly told the Council that the Women's Slide Registry had $2,000 surplus left over from their grant money. Presumably Ferarra felt this would make the Council more inclined to fund them next year. Actually, the Council freaked out and demanded that the Registry return the surplus money. Ferarra appealed to the Council and received a snitty letter from MacArthur saying that the Council was not the Registry's mother. Ferarra then writes to Lippard in a frenzy saying "The Council may not be the Registry's mother, but I suspect you might be. So, Ma, what do I do now?". Despite Lippard's attempts to prove that the money was already committed, it was ultimately returned to the Council.
