Scope and Contents

Criticism and condemnation, with regret, of the fact that various sources reveal that the due end regular delivery of mail on the part of your agents (N.R.S.B.C.) is given secondary consideration, that mail sent from New York City for Poughkeepsie Hudson &c.&c. frequently proceeds to Albany before they are delivered at the proper office, that serious evils result from such negligence, that a fine shall be imposed for every omission of duty of the past, and that more unpleasant measures shall be resorted to in the future if further grounds of complaint are given.
