Scope and Contents

Favor of 11th received. Comments upon negotiations which have fallen through despite efforts of Mr. Lynch and Rhind. Mr. Baldwin mentioned and feet that Walter Livingston interfered with negotiations. Letter received from R.L. stating amazement over just learning of building of new boat. Refer to Commodore for information relative to new boat. Request attention be given to new machine and the clearing of the channel. Oakley went to Washington Thursday and Lynch yesterday. The case will come up Monday next.
