Scope and Contents

Expression of opinion concurring with Townsend's to the effect that there is a policy of procrastinating the suit. Also states that there is no possibility of effecting it now, although Emmet has been supplied with all data. Sinking fund not so concerned this year as anticipated. Fever was of great injury to us but we may be able to make up the loss of travel now. Funds are so high that I shall propose to Commissioners to invest in good bonds and mortgages at 7 per cent.
