Refers to favor of 19th inst. received. Comment on condition of Richmond with Capt. Center's opinion. Corresponding on subject of the Potomac which the Commodore thinks will suit provided she goes as fast as he represents. Balance of earnings of last month to be placed to the Commissioners account when Lynch signs the checks tomorrow. Travel begins to increase but increase of fever cases last week will retard us.
