Scope and Contents

Legislative Files include background and working files on specific legislative matters. The files include a wide range of document types, such as reference material (e.g., think tank or industry analyses), bills, remarks, drafts, correspondence, letters to editors, and briefing materials (though the content of each subject folder also varies widely). The principal strength of the sub-series is in the area of foreign policy and foreign affairs, especially in terms of providing economic support for European countries as an anti-communist/anti-Soviet Union strategy. The sub-series includes briefing materials for the 1954 trip to Europe (primarily Spain, but also France, Germany, and other Western European nations) and 1955 trip to Central America taken by HAW and members of the Committee on Foreign Affairs (Central America) and Committee on Government Operations (Europe).

Some domestic, especially New Jersey-related, matters are also well-represented here. Several folders contain rich material regarding the General Aniline & Film Corp (GAF) and the legislative efforts to remove the company from government control imposed during WWII. The civil rights folder includes a detailed description by the Legislative Director of the NJ State Council of Congress of Industrial Organizations (CIO) regarding harassing phone calls from members of a "White Citizens Council." There is substantive correspondence concerning a HAW initiative to legislate hurricane forecasting and flood control. There is also material on a Senate investigation into petroleum marketing practices in New Jersey.
