Scope and Contents

Draft Bills is comprised of files originally labeled as "draft bills" by HAW's staff, plus files not labeled as such but nonetheless intermixed with the "draft bill" folders by HAW's staff in the boxes sent to storage at the Federal Records Center. Draft Bills includes background reference material, correspondence, remarks, press releases, and other material useful to HAW for potential legislative proposals, some of which did move to a draft or introduced stage.

Rich files on legislative matters include those related to a Senior Service Corps, various education initiatives (e.g., tuition funding, construction, expanded opportunity), home ownership, working mothers, runaway husbands, and age discrimination against airline stewardesses. A file concerning HAW's proposal to allow former senators to participate in Senate floor debates includes responses to HAW from several former senators, including Justice Hugo Black, Barry Goldwater, and A. Willis Robertson. Other useful material includes drafts of HAW speeches from the mid-1960s regarding his views on the Vietnam War, documents concerning union demands and company proposals during the 1964 IUE strike at an ITT plant in New Jersey, and a staff note in the Youth bill file regarding the Nixon administration's attitude toward students and campus unrest.

Draft Bills is arranged in rough chronological order, with individual files in the order as found by the processing archivist.

The folder descriptions were taken from the original labels. The term "draft bill" is included in a folder description only when it was on the original label; the absence of "draft bill" from the folder description indicates that it was absent from the original label. Wording added to the folder description by the archivist that was not on the original label is enclosed in [brackets].

The date range used in the container list reflects the date of the documents in the folder.
