Scope and Contents
Co-Sponsored Measures & Co-Signed Letters includes material related to proposed legislation and correspondence that HAW agreed to co-sponsor or co-sign with other senators.
Files of co-sponsored measures consist primarily of the Dear Colleague letter and supporting attachments requesting HAW to co-sponsor a proposed piece of legislation. Many of the letters include attached analyses and recommendations by HAW's staff, usually in the form of brief clipped-on notes. The sub-series includes these files for only the 92nd - 94th Congressional terms (1971 - 1976). For earlier years, the Dear Colleague letter for measures HAW co-sponsored can often be found filed with the relevant bill (see Bills sub-series).
Files of co-signed letters relate to letters signed by HAW with other senators and directed to the President, department secretaries, heads of government agencies, ambassadors from other countries, and Senate leaders urging them to take particular action on various matters. The files include copies (and some originals) of the co-signed letter, the Dear Colleague letter proposing the co-signed letter, supporting and background material, and staff notes and recommendations. Not all materials are in the file for all co-signed letters. The files include some responses from recipients of the co-signed letters. The files include one Presidential letter—from President Ford regarding Vietnam.
The sub-series also includes a small amount of miscellaneous material found with these files, including Dear Colleague letters generated by HAW, HAW floor statements, and briefing material for nomination hearings.
The range of topics included in the sub-series is wide, but several issues emerge with substantive material. Foreign affairs and defense policy are particularly well-represented in the sub-series, including the Vietnam War and post-war concerns, arms control, Middle East matters, oil imports, and weapons programs. Domestic issues include appropriations for social services, environmental matters, energy, health, highway safety, airline hijacking, and others.

Co-Sponsored Measures & Co-Signed Letters is arranged by Congressional term. Arrangement within Congressional terms is ordered by: materials related to HAW introduced measures, followed by co-sponsored measures, followed by co-signed letters, followed by miscellaneous materials (statements, etc.). However, not all Congressional term files include all types of material.
Subsequent to processing the sub-series, additional materials were found. These were placed at the end of the sub-series.
For the Inventory container list, the date range of the Congressional term noted on the original folder labels was used to establish the date range of the folder descriptions.
Appraisal and Discard Information
All material was retained.
