Scope and Contents

Mining Legislation, Oversight, & Investigations includes material on legislative activities aimed at improving mine safety, and documentation of several mine disasters underlying the legislative initiatives. The sub-series also includes some material related to the Committee's investigation into potentially illegal activities of United Mine Workers officials.

On the legislative front, the sub-series documents the 1976 - 1977 efforts to improve mine safety via bills S.1302 (1976) and S.717 (1977). The sub-series includes briefing books, Congressional Research Services' legislative comparisons, floor debate material, industry positions, staff notes, bills, etc.

Committee staff activities regarding several mine disasters are well-documented in the sub-series including: Blacksville, WV (1972), Buffalo Creek, WV (1972), Sunshine Mine, ID (1972), and Scotia, KY (1976). Bureau of Mines or other government reports are also included for some of these disasters, as well as disasters in Hyden, KY (1970), Itmann, WV (1977), and Porter Tunnel Mine, PA (1977).

The sub-series includes staff notes related to the Committee's investigation of embezzlement and other charges against the United Mine Workers, including President Tony Boyle. The notes include a chronology of events leading to the murder of UMW dissident Joseph Yablonski and his family. Work on the UMW investigation led to reviews of the use of the union's pension fund, and eventually to wider studies of pension protection issues. These roots of ERISA legislation are documented in this sub-series.

Some material regarding HAW's overseas visit to a Czechoslovakia mine is included.
