Scope and Contents
CMS ENCYCLOPEDIA includes Correspondence Management System (CMS)-generated reports of the wording and other information associated with CMS text codes. CMS was used by HAW's office as the primary means of producing outgoing correspondence from mid-1977 until the end of his tenure in the Senate. The content of HAW's correspondence was produced by invoking single or multiple CMS text codes. Most of the correspondence series and sub-series in this collection from the CMS period do not include copies of the outgoing HAW correspondence. Instead, the files contain a CMS Work Order indicating the CMS text codes used to produce the outgoing correspondence. CMS ENCYCLOPEDIA provides the means to translate these work orders, thereby reconstructing HAW's response. Please see Appendix B for further information about CMS and its coding structure.

Arrangement
The series includes four sets of material. The first set includes a copy of the encyclopedia from late March 1982, shortly before HAW left office. This was the only intact version found during processing. Nevertheless, this copy is missing the final two hundred or so text codes (of a total of approximately 1260).
Because the text codes could be, and were, revised over time by HAW's staff, material dated earlier than the March 1982 encyclopedia was retained. The second set of material includes a version of the encyclopedia from circa 1981 that includes interleaved pages of earlier and later dated revisions. This set includes the final two hundred text codes missing from the first set. This second set was formed by the processing archivist by combining the contents of three binders of material which appeared to comprise the original whole. The third set of material includes one folder of versions of various text codes not found in the first two sets. This third set was compiled by the processing archivist from scattered documents. Nevertheless, it appears that not all versions of each CMS text revised over time are in the collection.
A final set of material includes one folder of CMS-generated reports providing brief abstracts of some CMS texts compiled by the processing archivist from scattered documents.
Appraisal and Discard Information
Aside from the discard of redundant copies of the encyclopedia, all material was retained.
