Scope and Contents
Summary: Documentation of activities in the Washington office, and possibly the New Jersey office as well, as performed by virtually all (non-campaign) staff. Included are legislative research materials, New Jersey project materials, case files, campaign materials, and general materials relating to foreign policy, health, environment and other areas.: Document types include correspondence incoming and outgoing, telegrams, memos, notes, preliminary drafts of outgoing letters, cosigned letters, newsclippings, synopses of telephone conversations, press releases, reports, and newsletters.
Many of the incoming materials were apparently circulated among more than two staff members each, hence given folders cannot be confidently said to belong to any one staff member. All outgoing materials are signed by Congressman Maguire and in either carbon (white copy) or photocopy form, with no indication as to which aide if any actually drafted the letters, nor of who typed them. They were all apparently of an individual nature and not generated by the robo system. Rough drafts of letters to be signed by the Congressman sometimes who numerous revisions in various handwritings.
The SUBJECT FILES were apparently gathered up from the Washington office and sent by U.S. mail in one or more batches to Bea O'Rourke, Office Manager of the district office in Paramus, New Jersey. It is possible that folders originating in the Paramus office, particularly New Jersey projects-related and case files, were then interfiléd by Ms. O'Rourke. However, almost all folders were in identical House of Representatives envelopes (discarded in processing) which each displayed a subject term to the attention of Ms. O'Rourke, who then apparently arranged the materials according to these terms.
The SUBJECT FILES are strongly legislation-oriented with respect to "Energy", "Environment" and "Health," and may be linked to other Maguire- sponsored bills by means of the "Legislative Activities of Rep. Andrew Maguire" manuals at the head of SPONSORED AND COSPONSORED BILLS.
The sequence of unarranged materials (1.0 CU. FT..) following the alphabetically arranged folders relate mainly to campaign activities but are also inclusive of press releases, position papers, statements, speeches, newsclippings, letters, cosigned letters and newsletters. The campaign materials are partly Bruce B. Maguire's, partly of other late (1980-1982) campaign staff (Matt Rueter, Ted Hoff, Tim Gens), and partly (probably) of Andrew Maguire himself. These latter are distinguished by "File System" folder tabê and probably comprise the remainder of that scheme. (See memo in folder directly preceding these Andrew Maguire files.) Certain subject-related materials concerning crude oil prices, Vietnam aid, Soviet and South Korean human rights, the Congressional "Class 94th", and C.E.T.A. in these files are possibly complemented by materials in the alphabetical sequence foldered under the headings "Energy", "Foreign Policy", "Congress: Class of 94" and "C.E.T.A." respectively. The 1982 F.E.C. (Federal Election Commission) information can be compared with earlier Federal Election Commission materials in the CAMPAIGN FILES/ General series (in the Bruce B. Maguire subgroup).
